Strengthening Immigration Programs and Foreign Worker Protections

Overview

The Government of Newfoundland and Labrador is committed to engaging residents in shaping public policy through consultation and dialogue. As part of this commitment, the Department of Jobs, Growth and Rural Development (JGRD) is undertaking a comprehensive consultation process to determine gaps and ways to fill any gaps in protecting foreign workers in the province. Consultations will focus on the delivery and administration of provincial immigration programs and identifying measures to enhance foreign worker protections in the province. 

Newcomers arrive in the province through federal programs, such as the Temporary Foreign Worker Program, as well as through provincially administered programs. Federal immigration programs are governed by federal legislation, while provincial immigration programs operate through bilateral agreements with the Government of Canada.

Newfoundland and Labrador administers the Provincial Nominee Program and the Atlantic Immigration Program, which enable individuals with full-time job offers to live and work in the province on a pathway to permanent residence.

The consultation will explore how potential provincial immigration legislation and enhanced foreign worker protections may strengthen public safety by enabling workers to report exploitation without fear. It will also assess how reducing misuse and improving oversight can improve program efficiency and deliver better outcomes for newcomers, employers, and the Government of Newfoundland and Labrador.

We invite the public and interest groups to provide input through the consultation process.

How Will Your Input Be Used?

The information we receive will be reviewed by the Department of Jobs, Growth and Rural Development/Office of Immigration and Multiculturalism.  All feedback will be considered as the Department of Jobs, Growth and Rural Development considers developing immigration legislation and other measures to protect foreign workers.

Privacy Statement

The collection of information is done under the authority of section 61(c) of the Access to Information and Protection of Privacy Act, 2015, for the purpose of collecting public feedback on the development of immigration legislation related to the delivery and administration of provincial immigration programs; and identify measures to enhance foreign worker protection in the province. It is recommended that you do not include personal information with your submission.

However, any personal information that may be received will be governed in accordance with the Access to Information and Protection of Privacy Act, 2015 and will only be used for the purpose of informing the development of immigration legislation related to the delivery and administration of provincial immigration programs; and identify measures to enhance foreign worker protection in the province.
