Refrigeration and Air Conditioning Mechanic: Request for Compulsory Trade Designation Public Consultations (Online Survey)

Purpose

The Department of Advanced Education, Skills and Labour, on behalf of the Provincial Apprenticeship and Certification Board, has received an application to designate Refrigeration and Air Conditioning Mechanic for compulsory certification. The Department is required to undertake targeted industry stakeholder and public consultations to inform a decision on the application.

Overview of the Refrigeration and Air Conditioning Mechanic Trade

  • The Refrigeration and Air Conditioning Mechanic scope of work includes installing, maintaining, repairing and overhauling industrial, commercial and residential refrigeration and air conditioning systems and their component parts.
  • Maintenance work involves checking all parts of a system, lubricating moving parts and monitoring the refrigerant charge.
  • When there is a malfunction, refrigeration and air conditioning mechanics diagnose the problem and fix the unit by replacing or repairing controls, electric wiring or other parts.
  • Refrigeration and Air Conditioning Mechanics also repair heating equipment, troubleshoot gas-fired equipment and calibrate all gas-related controls.

What is a Compulsory Certified Trade?

  • Compulsory certification trades usually involve work where public and worker safety needs to be closely monitored, and includes consideration of consumer and environmental protection.
  • To work in a compulsory certified trade, an individual must either hold a recognized trade certificate (i.e., be a Journeyperson) or be a registered apprentice in the trade.

Why is Refrigeration and Air Conditioning Mechanic being considered for Compulsory Certification?

  • The Provincial Apprentice and Certification Board (PACB) has received an application from industry representatives to designate the Refrigeration and Air Conditioning Mechanic trade for compulsory certification. 

Impacts of Compulsory Certification

For employees:
  • Workers who are not currently Journeypersons or registered apprentices will be required to:
    • register as an apprentice with the Apprenticeship and Trades Certification Division (ATCD);
    • work under the supervision of a certified Journeyperson and adhere to an apprentice/Journeyperson ratio in the trade; and
    • complete periodic training to advance towards Journeyperson certification. 
  • If a decision is made to transfer the Refrigeration and Air Conditioning Mechanic trade to compulsory certification, the Government of Newfoundland and Labrador will work to develop an implementation plan that includes transition and support options for current employees to become certified and continue working in the field.
For employers:
  • Employers will be required to:
    • follow the journeyperson to apprentice ratio outlined by PACB;
    • periodically release employees to attend training to advance towards journeyperson certification; and
    • have a Journeyperson to oversee all hours and skills of the apprentice.
  • If a decision is made to transfer the Refrigeration and Air Conditioning Mechanic trade to compulsory certification, support will be provided to all employers to ensure adequate time to meet the new requirements.

We are seeking input from employers and employees who perform Refrigeration and Air Conditioning Mechanic work.  This includes, but is not limited to, the following related trades: Refrigeration and Air Conditioning Mechanics, Steamfitter/Pipefitters, Plumbers, Oil and Heat System Technicians and Electricians (Construction/ Residential/Industrial).

Some apprentices and employers will receive an email with information on how to access the survey.

How will your input be used?

The information we receive will be reviewed by the Department of Advanced Education, Skills and Labour.  All feedback will be considered when developing a report to the PACB as part of the overall application assessment to designate the Refrigeration and Air Conditioning Mechanic trade as a compulsory trade.
